Police arrest man for child luring in Spokane

SPOKANE, Wash. — The Spokane Police Department (SPD) arrested a man for child luring in northwest Spokane on Tuesday.

According to police, 71-year-old Frank J. D'Orr was booked into the Spokane County Jail for child luring. SPD said D'Orr has prior felony convictions of second-degree rape and second-degree assault. D'Orr appeared in Spokane County Court Wednesday afternoon, where his bond was set at $25,000.

SPD said officers responded to a call of potential child luring at a store parking lot on West Wellesley Avenue off North Walnut Street Tuesday afternoon. Police said a young girl reported that a man pulled up in a red van next to her in the parking lot and asked if she wanted to pet his bird. 

SPD said the girl told the man no and walked away, but the man drove toward her and tried to cut her off. SPD said the girl turned another direction and got away from the man.

After searching the parking lot and obtaining security video from the store that showed the van, SPD said officers approached the man's home and developed probable cause to arrest him for child luring.
