SPOKANE, Wash. – A prolific robber was sentenced to the statutory maximum of 24 years in prison for charges related to robberies at two Sally Beauty locations in the Spokane area.
Vance Bartley was accused of armed robberies at two different Sally Beauty Supply in November 2015. On May 9, 2019, he pleaded guilty to three counts of unlawful imprisonment and three counts of second-degree burglary in connection to the crimes.
Spokane County Superior Court Judge Raymond Clary sentenced Bartley to the statutory maximum of 288 months, or 24 years, in prison, according to court records.
He was initially arrested in March 2016 and charged with robbery, kidnapping and harassment.
Bartley had nine prior felony convictions and was sentenced to life in prison without parole in 1998. His sentence was later changed and he was released from prison in 2008.
Bartley was outspoken about second chances for offenders after his release from prison.
The first Sally Beauty robbery occurred on Nov. 6, 2015 at the store located on East Broadway Avenue. During the robbery, Bartley made numerous threats to shoot the employee if she failed to comply and kept his arm near his waist as if he had a gun, deputies said.
He tied up the employee with a phone cord, stole the employee’s cellphone and told her if she called police he would return and kill her, deputies said.
The second Sally’s Beauty robbery occurred on Nov. 12, 2015 at the store located on West Wellesley Avenue in Spokane. This time, an employee reported seeing a gun in Bartley’s waistband, deputies said.
During that robbery, Bartley told employees he would kill them if they did not cooperate, tied them up with a phone cord and took their cellphones, deputies said.
Prior to the charges in Spokane, Bartley was convicted of six counts of robbery in King County, Washington, according to court records. He also had felony drug, theft and assault convictions out of western Washington.
