Woman arrested for DUI and felony hit & run after hitting bicyclist and fleeing scene

SPOKANE, Wash. — Spokane Valley Deputies responded to a reported crash between a truck and a bicyclist on Thursday afternoon. Callers reported the driver of the white Ford F-150 fled the scene, and the bicyclist was lying in the roadway, bleeding from his head. 

The bicyclist was taken to the hospital for additional treatment and evaluation for his injuries, which appeared to be non-life-threatening. Video and witness testimony showed the bicyclist was legally attempting to cross the busy roadway when they were struck.

Sheriffs say that within an hour of the crash, a deputy pulled over an F-150 with a driver that matched the description given by witnesses. The driver was identified as 44-year-old Lisa M. Winnop. 

According to a press release from sheriffs, during the traffic stop, the deputy noticed indicators of possible impairment, including watery, bloodshot and droopy eyes, slurred speech, and a strong odor of intoxicants coming from her breath. They also observed damage on the truck consistent with hitting a bicycle.

Winnop declined voluntary field sobriety evaluations.  But with probable cause established, deputies took Winnop into custody for felony Hit and Run and DUI. Winnop also refused to provide a breath sample, so Traffic Unit Investigators applied for and granted a search warrant to obtain a blood sample.   

Winnop was transported and booked into the Spokane County Jail for felony Hit and Run and DUI.  She is scheduled to appear in Spokane County Superior Court Friday afternoon.
