Spokane Police arrest man who exposed himself, attempted to grab girl in downtown Spokane

The Spokane Police Department said the man is a six-time convicted felon.

SPOKANE, Wash. — A man who exposed himself and tried to grab a young girl in downtown Spokane was arrested over the weekend.

According to the Spokane Police Department (SPD), officers responded to reports of a man exposing himself in the parking lot of a hotel on West 3rd Avenue near South Lincoln Street in downtown Spokane Saturday night, August 3. SPD said the man had been causing problems all day at the hotel, even throwing rocks at windows.

SPD said the man left before returning, where multiple witnesses said the man exposed himself and "fondled himself" near several cars. One witness said the man broke into his car.

SPD later learned that the man approached a young girl sitting on the balcony of a room and reached through the balcony railing toward the girl. SPD said the girl was able to get inside her family's room and the man left.

SPD said the man later returned to the parking lot, and officers told the man to stop, but he ran away. Officers eventually got the man in handcuffs, finding a substance consistent with methamphetamine on the man.

SPD booked 39-year-old Jody D. Cochran into the Spokane County Jail. He was charged with felony indecent exposure with sexual motivation, fourth-degree assault with sexual motivation related to his actions toward the girl, vehicle prowling with sexual motivation and resisting arrest.

SPD said Cochran is a six-time convicted felon, which includes convictions of assault, robbery and possession of a controlled substance. SPD said Cochran also had 12 gross misdemeanor convictions, including failure to register as a sex offender and four misdemeanor convictions, which includes indecent exposure and criminal trespass.
