Man who tried to murder Spokane Police officer pleads guilty to federal drug and firearm charges

SPOKANE, Wash. — A man who tried to shoot and kill a Spokane Police Department (SPD) officer pleaded guilty to multiple federal drug and firearm charges.

The United States Attorney for the Eastern District of Washington's office said Ray Wynecoop pleaded guilty to one count of possession with intent to distribute fentanyl, one count of possession with intent to distribute 40 grams or more of fentanyl, one count of discharge of a firearm during and in relation to a drug trafficking crime and one count of felon in possession of a firearm.

The U.S. Attorney's Office says Wynecoop was involved in two separate incidents. In December 2021, the attorney's office said an officer with SPD saw Wynecoop driving and failing to use a turn signal. SPD tried to conduct a traffic stop, but Wynecoop drove away and tried to elude SPD.

Officers eventually found Wynecoop and arrested him.

Officers searched for the car he drove in and found a loaded 9mm pistol with a black laser mounted on the end of the barrel, a backpack with Wynecoop’s ID, and two more lasers for the pistol. SPD also found a .380 semi-automatic pistol inside the vehicle, along with a fanny pack that had one ounce of heroin and fentanyl-laced pills.

The U.S. Attorney's Office also mentioned the car Wynecoop was driving did not have license plates.

In June 2022, the U.S. Attorney's Office said Wynecoop and another man set out to find a police officer and kill them. The U.S. Attorney's Office said Wynecoop, who was armed with a pistol, and the other man followed an SPD officer, later shooting another officer in the leg and head.

When officers searched that vehicle, they found thousands of fentanyl pills, a small quantity of heroin, and other drug-related items. 

In connection to the June 2022 shooting, Wynecoop was sentenced to 65 years in prison on multiple charges.

Wynecoop will be sentenced on September 25, 2024.
