Two Perry District drive-by shooting suspects arrested

According to the Spokane Police Department, police responded to reports of a shooting on East 7th Avenue off South Perry Street early Sunday morning.

SPOKANE, Wash. — Two people suspected to be involved in a drive-by shooting near the Perry District over the weekend have been arrested.

According to the Spokane Police Department (SPD), police responded to reports of a shooting on East 7th Avenue off East Newark Avenue early Sunday morning. Officers found a woman with a gunshot wound to her leg, and medics took her to the hospital with non-life-threatening injuries.

SPD said two people were seen in the area; one with a gun and another leaving the area in a dark-colored vehicle. SPD said officers found a bullet hole in the wall of a home that appeared to be the bullet hole that hit the woman. SPD also said a nearby home was also hit by gunfire, and other bullet holes were found, including one in a car in the parking lot of the building. SPD said shell casings were also found, and officers were eventually able to identify the suspected vehicle involved in the shooting.

SPD said an officer was able to make a connection with a DUI arrest that was made earlier in the morning on East 2nd Avenue off South Arthur Street. SPD said officers found a man passed out with a stolen gun next to him.

SPD discovered that the man arrested for DUI was one of the suspects in the drive-by shooting.

Later in the investigation, SPD said officers were led to an apartment on South Richard Allen Court off South Arthur Street and arrested the second drive-by shooting suspect.

SPD said 35-year-old Jonathan Tokwia was booked into the Spokane County Jail for the following charges:

  • Six counts of first-degree assault
  • Drive-by shooting
  • First-degree unlawful possession of a firearm
  • Possession of a stolen firearm
  • Vehicle physical control - alcohol

SPD also arrested 18-year-old Jacob K. Milne for the following charges

  • Six counts of first-degree assault
  • Drive-by shooting
  • Fourth-degree assault (related to an assault on another man before the shooting)
  • First-degree unlawful possession of a firearm

SPD said Tokwia is being held on a $750,000 bond and Milne is being held on a $500,000 bond. SPD also said Tokwia and Milne are convicted felons.
