Man suspected of drive-by shooting, assault in northeast Spokane arrested

The Spokane Police Department says the suspect fired at a home in a domestic violence incident before being arrested.

SPOKANE, Wash. — The Spokane Police Department (SPD) arrested a man accused of shooting at a home in a domestic violence incident in northeast Spokane over the weekend.

According to SPD, police responded to a shooting call on East Jackson Avenue near East Upriver Drive and North Greene Street just before midnight on Saturday, June 29.

When officers arrived, they learned that there was an argument between family members of a boyfriend and girlfriend after the boyfriend assaulted her, according to SPD. SPD said the girlfriend's dad arrived at the home where his daughter was and confronted the boyfriend, telling him to leave.

SPD said the boyfriend was in a car and got out to argue with the girlfriend's dad, pointing a gun at the dad. SPD said the boyfriend's mom and one of his brothers then arrived and started arguing when the boyfriend fired his gun at the girlfriend's dad before fleeing in his car.

SPD said the dad was not hit, but there were two young children in the house in the direction where the shots were fired. SPD said officers were able to recover shell casings and live rounds at the scene.

SPD said officers developed probable cause to arrest 23-year-old Harlen N. Cariss for drive-by shooting, first-degree assault, fourth-degree assault, interfering with reporting of domestic violence and reckless endangerment. Officers found Cariss on Sunday driving away from a home. SWAT took Cariss into custody, where he was booked into the Spokane County Jail for the charges listed above.

Cariss appeared in court Monday afternoon, where a judge set his bail at $250,000.
