SPOKANE, Wash. — A man suspected of stabbing someone in West Spokane has been arrested.

According to the Spokane Police Department, officers responded to a reported stabbing at West Sunset Boulevard off South Government Way Thursday afternoon (2700 block of West Sunset Boulevard).

When officers arrived, SPD said officers were advised that the person who was reportedly stabbed had already been taken to the hospital.

After reaching out to the person who was reportedly stabbed, SPD said officers saw a wound that was consistent with the victim being stabbed/cut with an edged weapon. The victim told police he did not know the man who reportedly stabbed him, and that he lives near him.

SPD said the suspect approached the victim in the parking lot, mentioning something about owing him money. SPD said the suspect had one of his hands behind his back when approaching the victim, who later stabbed him in the arm/wrist area.

Officers developed probable cause to arrest the suspect for first-degree assault after speaking with the victim, witnesses and reviewing surveillance video.

SPD said officers later learned that the suspect returned to the area, finding the suspect sitting in the car.

SPD pinned the suspect's car, and SPD said the suspect was not cooperating, and not leaving the car.

SPD eventually took 61-year-old Richard Koons for first-degree assault and was booked into Spokane County Jail.

SPD said Koons has an extensive criminal history with prior felony convictions for malicious mischief with a deadly weapon, along with court order violations.

SPD said the person who was stabbed was treated at the hospital and is recovering.
