Man arrested on harassment, gun and drug charges in Spokane

SPOKANE VALLEY, Wash. — A man was arrested for multiple charges over the weekend.

According to the Spokane County Sheriff's Office (SCSO), on August 3, 2024, at approximately noon, Spokane Valley Deputies responded to reports of a man threatening someone with a gun. The sheriff's office also said the man was reportedly selling drugs/narcotics in North Spokane near North Colfax Road off of North Division Street.

Deputies said when they arrived on the scene to talk to the victims, they noticed two men and one woman walking north on Colfax Road. Deputies then started questioning the group about what happened.

Deputies said the woman in the group wanted to participate in "mutual combat" with another woman down the street. The 17-year-old was detained for further investigation.

The sheriff's office said deputies told the two men to leave if they didn't want to identify themselves as part of the investigation. One of the men verbally identified himself as 19-year-old Joshua Tulley. The sheriff's office said this was the person the victims identified earlier who was threatening them with a gun and selling drugs/narcotics.

Deputies said they told Tulley he couldn't leave because he had been identified as a possible suspect. SCSO said deputies knew he was armed with a pistol, so they told Tulley he would be placed in handcuffs. They also told Tulley he was being detained.

According to a press release, Tulley did not comply with the deputies' orders and decided to run away from the deputies which resulted in an on-foot chase. During the chase, Tulley reached towards his waistband before deputies caught Tulley and pinned his arms against his body, and put him on the ground.

Tulley was placed in handcuffs and a weapon was not found on him. One of the deputies got a laceration to his knee when they took Tulley into custody. He was provided with medical care for his minor wound.

As the investigation continued, deputies said they had probable cause to obtain a search warrant for Tulley's apartment and his car.

Deputies said they found a loaded Jimenez .380 pistol, drug scales, pills, white powder that was believed to be cocaine, cannabis dabs, cannabis/marijuana, ammunition and $980 in cash. 

Deputies said they seized the property, along with other items to use as evidence. 

Tulley was transported and booked into the Spokane County Jail for the following felony charges:

  • Harassment - Threats to Kill
  • Possession of a Controlled Substance with Intent to Deliver
  • Unlawful Possession of a Firearm 2nd Degree
  • A misdemeanor charge of Obstructing

Spokane Superior Court Judge J. High-Edward set Tulley's total case bond at $2,500. He was scheduled for a first appearance hearing Monday afternoon.
