City of Spokane, SNAP helping relocate displaced Wall Street Apartments residents

The city says they are working with SNAP and other providers to cover relocation costs for the displaced tenants after an order forced their apartment to shut down.

SPOKANE, Wash. — The City of Spokane, Spokane Neighborhood Action Partners (SNAP) and other local providers are offering their services to the displaced residents of 225 South Wall Street.

The city is working with SNAP and other providers to cover relocation assistance costs for displaced tenants after their apartment building was shut down for unsanitary conditions. This shutdown came after a year-long effort to work with the owner to improve the building's conditions.

At this time, payments have been processed for 20 tenants. SNAP is still working with three other tenants to complete documentation.

“City staff have worked extremely hard and in close partnership with SNAP to meet the obligations of the landlord to provide relocation assistance,” Mayor Nadine Woodward said in a statement. “Their first and continuing obligation is to the health and safety of the tenants who were living in those conditions.”

Over the past year, numerous unsanitary and unsafe conditions were reported at 225 South Wall Street. Those conditions include the following:

  • Infestations of bed bugs, roaches, and mice throughout the building 
  • Plumbing deficiencies and leaks
  • Water damage 
  • Inadequate hot water
  • Damaged heating units
  • Lack of ventilation
  • Evidence of unpermitted work 
  • Missing windows in multiple units
  • Waste accumulation
  • Drug paraphernalia
  • Numerous fire code violations (Lack of smoke detectors, fire exit doors screwed shut)

Relocation assistance work for tenants began in late August when a Do Not Occupy order became a possibility. A Do Not Occupy order is a notice by an officer to the owner to prohibit the occupancy of a building.
